Chinese Learning for Overcoming Barriers in Environment III (CLOBE III)

 

CLOBE III aims to assist Shanghai Pudong New Area in its transformation to become a Circular Economy. It is the result of a good partnership and friendship between the four municipalities of Aalborg and Viborg (Denmark), Shanghai Pudong New Area (China), and Gothenborg (Sweden), and with the support from the project's technical team-leader from NIRAS Ltd., a private engineering consultancy. The EU Commission supports the project financially with up to 75% of the total budget costs.

 

The initial steps conceiving this high-profile project were taken back in 2004 when North Denmark EU-office (Aalborg Municipality) and Shanghai Pudong New Area Municipal Environmental Protection Bureau initiated a co-operation on transforming Pudong into a Circular economy. The relationship was then formalised in April 2006 in Aalborg, when Aalborg and Pudong representatives signed a Memorandum of Understanding in Aalborg committing the partners on a good viable, professional and not the least friendly partnership for the proceeding three years that this EU-project will endure.

 

CLOBE III should be seen in a larger national context, where the Peoples Congress in Beijing, supported by President Hu Jin Tau  have stipulated that China need to transform into a Circular economy as a guarantee to sustain growth without impacting the environment negatively. A total of 20 national demo-projects have been designated for transforming into a circular economy contributing with experience and know-how to the preparation of a national law on circular economy, which will focus on sustained growth, and environmental as well as societal gains.

 

The partnership behind CLOBE III is therefore proud to be part of a larger context with a much bigger impact than any stand-alone project.

Within the framework of managing and enforcing Circular economy, Denmark and Sweden are in the absolute vanguard with their entire economies of scale actually based on industrial symbiosis as an By this project there exist strong commitment amongst the four partners for bringing Shanghai Pudong New Area into the 21st Century as the leading Circular Economy in China.

 

As this project’s coordinator I am proud to be working with both old and new friends from all three-partner countries, and I look forward to be turning this project into a great success.
